how to fix a washing machine that slowly drains while it fills?
All of the hoses are attached and don’t leak but as it fills, the water comes out the outlet hose into the drain. Is there a valve that is stuck open to the pump or something?

you know that goose necked drain hose at the back of the washing machine?? Have you got the top of that hose above the washing machine??
If you have it lower it will do just what you are talking about.
It has the habit of acting like a siphom. I doubt there is anything else wrong. just keep that hose higher.

Your drain hose is air locked and siphoning out the water.
Pull the drain hose out and reinsert it more loosely.

If it is installed to code the height of the pipe will be OK. It is likely that you have a dirty or bad solenoid that isn’t closing properly when it should.
